Executive Order Drives Hiring, Procurement, Service Reform

According to Gavin, the task force collaborates with state employees and agencies to develop actionable reforms focused on transparency, efficiency and ethical oversight.

Meanwhile, Governor Newsom signed an executive order instructing all state departments to advance their hiring, procurement, and public service systems. The collaboration is expected to develop a tech-based, scalable process through the mentorship of both private innovators and public stakeholders.

The Breakthrough Project is also based on the creation of tools such as Engaged California, a digital democracy platform launched to engage citizens in decision-making. Governor Newsom’s statewide approach still involves AI collaboration, including the NVIDIA partnership, and state workforce innovation programs, like the Innovation Fellows Program.

California to Leverage Blockchain, Crypto & AI to Boost Services

The involvement of these crypto firms also reflects the rising recognition of blockchain’s potential in governance. Notably, according to the Interagency Web3 Report, almost 25% of blockchain companies in North America are located in California. This wealth of resources supports the breakthrough project of increasing transparency, participation, and digital service provision.

The announcement comes as major crypto regulation developments are happening in the U.S., such as ongoing discussions in Congress during Crypto Week. With the evolving legislation involving stablecoins and other digital assets, California may take the lead in adopting new legislation by creating partnerships with industry experts.

Moreover, the DMV digital upgrades, AI-driven wildfire monitoring, and other early initiatives in California demonstrate the state’s readiness to implement high-tech updates in public operations.
