Ondo Finance urged the SEC to rescind Rule 611 of Regulation NMS, arguing the 2005 trade-through rule blocks tokenized stocks. It backs repeal but seeks equal onchain execution standards, competed RFQ pricing, and clarity for neutral routing infrastructure.

Ondo argued Rule 611 was developed for centralized exchanges with one-way trading, noting that as Galaxy Research said, a DEX cannot ingest SIP data or execute intermarket sweep orders, so any tokenized NMS stock pool attempting to comply with Rule 611 will structurally fail.

SEC Modernization Beyond Rule 611 Repeal

Real-world asset issuer Ondo Finance has called on the SEC to modernize equity market structure, as the regulator’s rescinding decision of Rule 611 of Regulation NMS, the trade-through rule for U.S. stock execution since 2005, is under consideration.
