Russia is preparing to modify its approach towards cryptocurrency. A new law, which is likely to be submitted to the State Duma shortly, may allow retail investors to participate while simultaneously making digital assets less obscure legally. This development indicates a definite transition from scepticism to controlled acceptance.
Anatoly Aksakov, the head of the State Duma’s Financial Market Committee, states that the target is normalization. Cryptocurrencies would not be treated as special financial instruments anymore. Rather, the general legal framework would govern them and they would thus be integrated into the economic life as a regular part. For Moscow, it is a significant change after a long period of ambiguous signals and cautions.

Cryptocurrency Access Expands for Retail Investors
The new legislation allows individuals, who are not classified as qualified investors, to purchase digital currencies, but only in a limited amount. The limit has been established at 300,000 Rubles, which is approximately $3,800. It is a careful and gradual step, intended to lessen the danger and at the same time to experiment with the public engagement.
Barriers are fewer for professional investors. Only those who satisfy the income, education, or knowledge requirements could trade cryptocurrency without any restrictions. This results in a sharp distinction between the nonprofessional retail traders and the skilled ones.
The transition is in response to a suggestion made by the Bank of Russia in December. The central bank had previously suggested the implementation of a complete prohibition. Now, though, it opts for restricted access only. This turnaround indicates the influence of economic factors and the true situation.
Though the use of cryptocurrencies for international payment was made illegal, sanctions imposed since 2022 have pushed a considerable number of Russians and businesses into the use of cryptocurrencies.
Cryptocurrency Regulation Targets Exchanges and Payments
In addition, the bill is connected to the broader effort to impose regulations on crypto exchanges. According to the legislators, fraudsters are taking advantage of exchanges that are located in countries adjacent to the US, particularly in Belarus. Such arrangements complicate the tracking of frauds.
Exchanges that follow the new regulations will henceforth be operating under Russian legal authority and supervision. The sanctions led to the withdrawal of many significant platforms from Russia. Consequently, users migrated to unregulated peer-to-peer markets and offshore services.
The Bank of Russia has alleviated restrictions for business transactions in cryptocurrency and indicated how the exchanges, brokers, and trusts can function. All these actions point towards a larger scheme. Russia is not going to accept cryptocurrencies completely but it will surely allow them and control them according to its own rules.
