Telegram CEO Under Investigation: Bail Set at $5.56M Amid Controversy

Telegram founder Pavel Durov was released from police custody in France and brought to the court for questioning. The prosecutor said that he is under preliminary investigation and will not be allowed to leave France. He has been charged over his activities in Telegram with involvement in crime: complicity in committing illegal gang transactions and laundering crimes in an organized gang.

Durov’s detention came after his arrest at the airport of Bourget in Paris on a warrant concerning Telegram’s lack of moderation. This arrest has opened a debate on the freedom of speech, especially in Ukraine and Russia, where Telegram is a very important means of communication during conflicts.

Durov, who must stay in France under judicial supervision, is set to pay a bail of $5.56 million and is also required to report to a French police station twice weekly. The ongoing investigation does not signify the person’s guilt under French law but it confirms enough data for a serious inquiry.

The lack of Telegram’s compliance with the court orders concerning trafficking, hate speech, and other crimes has been the subject of criticism from the French authorities as well.

Charges and Allegations Against Telegram

The charges against Durov and Telegram are not mild. The platform is allegedly a tool for illegal transactions and a provider of hate speech and child exploitation content, which it fails to prevent. If these crimes are proven, the consequences will be severe, such as a possible 10-year imprisonment penalty.

The inquiry regarding Durov has taken place in the context of an increasing investigation into the role of the platform in the delivery of unmoderated content. Opponents contend that the website has become a hotspot for illegal transactions, ranging from fraud and drug smuggling to terrorist communication.

However, the platform’s encryption and privacy provisions have made its use important for private communication, including in places where such freedoms are limited. The ‘Russian Mark Zuckerberg’, Durov, is now struggling to ensure these freedoms and stay within the constraints of the international legal framework.
